Children in care The Children Act 1989 uses the term 'looked after' to denote children who are accommodated (voluntarily) or the subject of care and supervision orders. Much of the literature pre-Children Act refers to children being 'in care' and, indeed, many children and families continue to use this term. At any one time the state is parent to about 60 000 children in England. 55% (33,400) of children looked after on 31st March 2006 were boys and 45% (26,900) were girls. Of the 60 000 children in care in 2006, the majority 70% (42,000) were living with foster carers , 11% (8,600) were living in children's homes (includes secure units, homes, hostels but excluding residential schools) , 9% (5,300) were living with their parents ,5% (2,900) were placed for adoption and 6% (3,600) were in other accommodation (Dfes,2006).
