Adoption is defined in the Victorian Adoption Act 1984 as the 'social, psychological and legal process by which child is given the legal status of a child within a family, other than a natural family'. Adoption is an emotional issue, and one that has lifelong effects and influences on all the parties concerned. The law relating to adoption had undergone major changes in the past 20 years, recognising changing the community values and needs in this area. Over the past 20 years, adoptions in Australia have fallen by 89 per cent. In 1991-92, 1052 adoption orders were made a small drop of 8 per cent over the previous year, but a decrease of nearly 90 per cent from 1971 to 1972. At the present time few children, particularly babies, are available for adoption. In New South Wales, 3882 adoptions were arranged in 1971, but this number has fallen to 154...
