How Did Fascisms Policy Change 1919-1922? Fascist policy was not consistent between 1919and 1922 and needed to change and adapt for it to survive. In 1919 fascism was only a movement to begin with Mussolini called a meeting in Milan to start the movement which at the time was more left wing and socialist. This meeting was not very successful with only around 100 people turned up, most supporting parts of the party's left wing views, for example industrial workers supporting the 8 hour day and people who were dissatisfied with the PSI (socialist party). But because the fascist were only seen as an alternative to PSI the movement did not receive much support and did not secure any seats in the 1919 elections.
