Why Did People Emigrate to London From 1945? Members of the New Commonwealth considered England a country of great opportunity. The availability of good housing, health care and education, appealed to people in countries such as India, East Africa and the West Indies where prospects were low. England suffered labour shortages following the Second World War. Many soldiers were still in Europe and women who worked during the war were dismissed. The Government wished to increase the countries work force by recruiting from the Commonwealth. Subsidised fares to England and advertising the advantages of emigrating encouraged young men and women to relocate hoping for a successful and secure future. The first settlers to arrive were from the West Indies, India and Pakistan. The SS Windrush docked in 1948 carrying men and women from Jamaica drafted in to help rebuild London after the war.
