Hannah Young Was the 2nd Labour Government betrayed by Ramsey McDonald in 1931? Ramsey McDonald was head of the Labour party between 1922 and 1931, and became a Labour prime minister in ????, although after 1931 he continued to be prime minister as head of a new coalition; the National Government. The economic variation and misery of the 1920's and the international slump of the Wall Street Crash in 1929, caused the government an economic situation; the budget just wasn't balanced. 19th August 1931 saw the cabinet sit a 12 hour session talking about the cuts in government expendure. Snowden, the Chancellor, said that unemployment benefits had to be cut by 10% in order to balance the budget, totaling the cuts to £78 million. He said that there was no alternative.
