Was Weimar weak because of the constitution or the circumstances in which it was drawn up? Democracy arrived in Germany during difficult times. The country was facing economic chaos, political extremism and national humiliation of defeat. On top of these facts, it is believed that the actual constitution drawn up held many weaknesses. Overall democracy came to a bad start within Germany. The constitution was in fact a very fair and democratic system. A president (head of state) was elected every seven years and he would appoint a chancellor (or prime minister) who would run day to day government. The chancellor would choose his cabinet which had to have a majority of 51% in the Reichstag. The Reichstag (the lower house of parliament much like the House of Commons) was to be elected every four years from party lists drawn up for the whole country rather than specific areas.
