Introduction: Since the earliest days of human history, communities of people living together recognized that rules were necessary to regulate their daily lives. Pre-industrial societies, while considerably small, selected leaders to create and implement the rules by which they lived. While the people themselves took no part in the rulemaking and left everything to their leaders, as cultures developed, people realized that it was their well being that was at stake. Thus, little by little they developed the idea of participating in government. They began to recognize the logic behind choosing the particular people who would draw up laws that they thought would protect and serve their welfare. The people also commenced putting into operation their own systems for enforcing these laws. In this way, people created Government.
