The private interests of individuals constitute a set institutions established and funded by individual citizens to satisfy their own interests rather than those of the larger society. These private interests form the core of the civil society, which consists of a collection of autonomous groups and associations, embracing family and kingship groups, private businesses, trade unions, club, and community groups. While, the public interests of individuals relate to a set of institutions responsible for the collective organization of community life and funded at the public's expense, out of taxation (Heywood 1999: 55-58).
