It is as simply described by McNair "activities designed to control or manipulate the flow of information from institutions of government to the public sphere beyond", (1995, p.132). The reason why this is an important area for research is outlined by Denton and Woodward, "information is power, and the control of information is the first step in propaganda", (1990, p.42).
