Changes were made to Britain's system of government in the period 1906 to 1918 To what extent did Britain become more democratic during this period? Many changes were made to Parliament in this period. Lloyd George and his Liberal Government of 1906 have been considered the founders of the Welfare State. Before the Welfare State a persons income, health, education and old age care was considered to be the problem of the individual. The state was not considered responsible for such things. However when reformers such as Rowntree saw the level of poverty, poor housing and illiteracy etc they demanded the state do something about it. During this period many changes were made not only to Parliament but also to women's suffrage and the rise of the Labour Party.
