Tale appellativo è qualificante per quanto riguarda la titolarità e l'esercizio del potere esecutivo che non spetta come in un regime presidenziale solo al capo dello Stato, ma è qui condiviso da lui con il primo ministro. Si può dire che siamo in presenza di un regime per metà presidenziale e per metà parlamentare, dove però il Presidente della Repubblica può divenire più potente che nei regimi presidenziali classici se è il capo di una maggioranza parlamentare disciplinata. Si è cominciato a parlare di semi-presidenzialismo in seguito alla riforma del 1962 che ha modificato la Costituzione francese del 1958 fino ad allora interpretata in conformità con il principio parlamentare : la concezione parlamentare che qualificava i poteri del Presidente come nominali e ne attribuiva l'effettivo esercizio al primo
