I then tried to find a formula by adding 1 block at a time and investigating the minimum number of policemen needed to observe that amount of blocks (see appendix 1). The blocks need to be arranged in a single line so the investigation is fair. I believe this is true because the formula seems to add 1 policeman every time 1 block is added.
