It had some points that it said would do that wasn't followed but there were points that were success. There were many reasons to the failure and the success the league had. Britain and France wasn't bothered to leave their personal problems just because the league had to sort out a crisis. The decisions by the league was too slow, when a crisis occurred they took long to make a decision. They didn't meet frequently and this undermined the power of the league.
