Firstly, there was Jack the Ripper himself, who made it extremely difficult for the police to capture him. Eyewitness accounts too did not coincide with each other making it harder for the police to find out what the Ripper looked like. The media did not help either. They constantly wrote articles blaming the police for not capturing the Ripper, which lowered the morale of the officers. They were also guilty of exaggerating many incidents.
