Before tackling the question directly it is necessary to both identify and discuss the factors that reveal and affect the economic position of the peasantry and also to challenge the underlying assumptions of the question. The quality and quantity of harvest would be variable depending upon the methods used for cultivation, the weather and the quality of the land being harvested: these are all determinants that neither government could control or influence, and therefore the economic position of the peasantry was not solely a result of the respective governments or their policies.
