Describe law and order in the late nineteenth century In 1829 the Home Secretary, Sir Robert Peel set up the Metropolitan Police Force. Two police forces that existed prior to the Met were Bow Street Runners and Thames River Police Force. Peel considered creating the Met because watchmen and Parish constables couldn't control more serious disturbances such as riots. One problem in keeping law and order at the time was in London when law and order broke down in 1870 in the Gordon riots. Riots were a big issue during the 19th century in Britain and police forces that existed before the Met couldn't deal with such behavior. The role of the police was to carry out the duties of the special constables and the watchmen. Their expected role was to patrol the streets, prevent crime and to deal with riots. The army supported the police in dealing with riots. However...
