This meant that large areas of Britain faced attack from the German Luftwaffe. The civilians in Britain where at greater risk than in the First World War, they had seen the effects of the Luftwaffe in the Spanish civil war, so where convinced that Britain would suffer great attack from the Luftwaffe, so the British government needed to take control of civilians lives.
