The President of the United States of America (USA) functions in many capacities: head of state, head of government, commander in chief of the armed forces, and leader of the president's political party. The president is thus the most unifying force in a political system in which power is highly dispersed, both within the government and between government and the people. The Constitution vest the executive power in the President alone and Article I makes the Vice President the presiding officer of the Senate, with a tie-breaking vote only. The vice-president has no other constitutional function, except to succeed to the Presidency or to serve as acting president if the president is unable to discharge the powers and duties of his office.
