Parliament Parliament exercises its powers of scrutiny over the Government. This is of interest to many people and organisations who seek to use Parliament and MPs to affect Government policy and influence legislation. There are two main areas of scrutiny - select committees and scrutiny of legislation. This is a political management process that enables elected Members of local authorities to review and scrutinise matters affecting citizens. The main purpose of overview and scrutiny is to hold the decision makers to account and help improve services. Scrutiny helps to decide the level of which a bill for example is at and whether that is acceptable to the current society. It is a useful way of suggesting whether or not the bill is worthwhile, or if it has any flaws. A second function of parliament is debate.
