The Labour Party At local, national and European level At a local level Following the 2004 local elections Labour received only 26% of the vote - 11% less then the Conservatives and 1% less than the Liberal Democrats. Labour lost control of several of its "heartlands" councils in the North - Doncaster, Leeds, Newcastle and St Helens. However, they did take control of Caerphilly and Rhondda Cynon Taff in Wales. The Labour Party had 2250 councillors, a loss of 479, and control of 39 councils, a loss of 8. By the 2006 local elections Labour had only 1439 councillors and control of 30 councils. Labour councillors are required to be members of the Association of Labour Councillors, established to support, represent and promote the Labour Party in local government.
