Discuss the view that changes to the Civil Service have undermined the traditional characteristics of the Civil Service 1979 - 2005. The Civil Service is a system of non-militant government employees. Traditionally, they are supposed to remain impartial, neutral, anonymous and keep their work confidential. Since these characteristics were established, they have been broken and altered a number of times. These changes have often followed media frenzy after a civil servant has broken a rule. The impetus for the first major reform came in 1854 from the Treasury, A civil servant, Trevelyan, who had served in the Indian civil service, recommended that the following changes be made: * Civil service posts should be divided (superior and inferior) * Entrants should be young men, who would get on-the-job training * Recruitment should be through open, competitive examination * The examination should be in Liberal Arts * Promotion should be on the basis of merit.
