Since the collapse of the global bipolar system in the early 1990's, academics and policy makers alike have experienced a great difficulty in accurately defining the world's group of countries that are not considered to be in an advanced economic state. Generalisations are proving difficult, for they fail to capture the tension between universal theories and a diverse developing world. For Kamrava, "the question of exactly what to call that group of countries that we once conveniently called the 'Third World' seems particularly puzzling" (Kamrava, 1995, 692).
