Tom Horton 26 September 2001 To what extent is it fair to describe Britain as an awkward partner in the European Community? From the early beginnings of the European Union, Britain has been, and continues to be a very cautious and wary partner within Europe. From as far back as the creation of the European Steel and Coal Community in 1952, Britain has portrayed an arrogant view concerning Europe. The Treaty of Paris which set up the ECSC was signed in 1951 by the 'big 6' countries, being France, Italy, Luxemburg, Holland and Belgium. Britain was reluctant to join the ECSC then due to the strength of the UK economy at the time, which was relatively higher than her European neighbours in the post war era.
