Enlargement of the EU The EU expanded its membership from 15 to 25 in May 2004. Ten countries from Central Europe and the Mediterranean became members on 1 May 2004. The countries that joined on 1 May are: Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia. Two further countries are negotiating to join by 2007. Candidate countries have met a set of criteria, called the 'Copenhagen Criteria', before negotiations on their membership commenced.
