LESSON 4: Pressure Groups and the EU 1. If I were asked to organise a campaign at EU level there are several tactics I would use. I would definitely try and have a permanent presence in Brussels. This is because of the unpredictability of when a draft directive may be issued, and therefore it would be important to have representation there for when it did happen. I would also pursue different routes of lobbying different parts of the EU. It seems sensible that one would try and lobby the Commission and beyond that the Council of Ministers. However I would also spend time working with individual MEPs who may be able to influence other MEPs as well as those in the Commission, etc. So I would use a variety of techniques and would have offices in Brussels to deal specifically with the European side of things. 2.
