The Licensing Act 2003 will come into action during 2004. Consider the changes that have been made to licensing law, and critically examine the rationale for such change. Since 1552 it has been the duty of local Justices of the Peace to grant permission for people to sell beer or ale under the Alehouse Act. Various amendments to that legislation have occurred throughout history, but the largest shake-up in history is occurring this year. The new Licensing Act gained Royal Assent on the 10th July 2003 after many months of being passed through the various stages of parliament. There was widespread agreement that laws regarding the consumption of alcohol, provision of entertainment, and hours of service were largely outdated, and the need to attend to the issues that the current legislation was not effectively addressing put together the basis for the 2003 act.
