Part (a): The use of the term 'underdeveloped' in this statement suggests that the procedure in the development of cultural rights has ended where there is much need for further development. However, I do not agree with this implication. I believe that the development of cultural rights is at its' height. There is a thin line between these two beliefs, which has to be distinguished in order to analyse the true progress of the development of cultural rights. Cultural rights were recognised and formulated in Article 27 of the ICCPR1 and Article 15 of the ICESCR2 respectively, where covenants are legally binding to those who sign to them, unless derogations and reservations are made.
