Assess the Assembly's Effectiveness As A Law Making Body Under the terms of the Good Friday Agreement (GFA) a 108-member assembly was created. It is here that all legislation (which is a law or set of laws) must be debated, scrutinised and then either passed of defeated. In other words the Assembly is the legislature or the law making body in Northern Ireland. The Source provided clearly demonstrates how legislation is initially proposed to the chamber "Primary Legislation is brought about by way of a bill, which sets out proposed law presented to the assembly for scrutiny and discussion".
