ACCOMMODATION FOR -18: A CRITICAL ANALYSIS OF THE PREVALENT LAW, POLICIES AND PRACTICES. INTRODUCTION About 3% of young people aged 15 - 18 are homeless at any one time - in the sense of not having stable long-term accommodation. A significantly larger percentage, perhaps as many as 10%, will experience homelessness at some point during that age span. Being homeless is a horrible experience, which puts young people at risk of crime, drug and alcohol dependency, and makes it difficult if not impossible for them to continue in work or learning. It is in recognition of this phenomenon that various Labour and Conservative governments, both past and present, have promulgated different legislation and statutes to address the growing problem of youth homelessness in particular and acute shortage of social housing in general.
