Catrin Lloyd-Brown (D) a) What is meant by Legal Aid? (5) Through the Department of Constitutional Affairs, the Government funds legal services to the poorest members of the public at the taxpayers' expense. Equal access to legal services is a fundamental issue to the Rule of Law. As it states above, "There is a significant denial of justice if the state does not assist poorer persons to meet the cost of lawyers" Until 1949 there was little help available for those who could not afford their own lawyer. During the second half of the twentieth century, a government-funded scheme of legal aid and advice was developed which began after the reports by the Rushcliffe Committee in 1945. They developed the main principles of Legal Aid Act 1949, which was "The first major legislation establishing the legal aid system on a modern footing... passed by the Attlee Government in the post-Second World era"....
