While assuming the position of Prime Minister of Prussia, and then subsequently the first chancellor of the newly formed German Empire, Otto von Bismarck proved to be one of the most formidable leaders of the 19th century-some refer to him as 'the greatest statesman' of his era. From 1862 until 1890, he gained this reputation through heavy-handed but well planned political tactics-dubbed 'realpolitik'. Using his conservative point of view, he fought to unify Germany, and then was adamant about maintaining peace in Europe. 1871 marked the year he became chancellor of the unified Germany. The entire political system was re-vamped for unification: the new government was a union of 25 states, with a bi-cameral legislature (the Bundesrat as the Upper House [able to introduce legislation], and the Reichstag as the lower house).
