When affirmative action was first introduced in 1961, it was described as a temporary means for helping to end the discrimination that persisted even with the civil rights laws that were established to give minorities equal opportunities. President Johnson was the first president to enforce affirmative action. "This is the next and more profound stage of the battle for civil rights," Johnson asserted.
