Employee Participation and Industrial Democracy Quality Circles Quality Circle is a small group to perform voluntarily quality control activities within the same workshop. This small group carries on continuously as a part of company wide quality control activities self development and mutual development and improvement within the workshop, utilising quality control techniques with all member participating. Quality circles are in widespread use to allow employees an opportunity to contribute to decision-making. These are small groups of less than 20 people who meet regularly to discuss and solve production problems. The members are usually drawn from all levels and areas within the organisation. This ensures that all perspectives are considered. As well as motivating staff, such a group can provide businesses with some valuable ideas.
