HR Outsourcing: Process Evolved The concept of outsourcing is a business practice that has gained momentum over the last decade. In the mid-1990's, outsourcing was viewed as a viable means to achieve cost control or economies of scale.1 Many companies began to incorporate some form of outsourcing for employment as a crucial strategy is business planning. Outsourcing is typically defined as when a buyer transfers ownership of a process to a supplier.2 According to Frank Casale, President of the Outsourcing Institute, HR outsourcing is growing faster than the general U.S. economy (Up 25% from 1999). In fact, many companies choose to outsource all or part of their hiring process. Perhaps the most notable argument for outsourcing the HR function is it allows the company to enhance competitiveness by focusing on other core competencies as well as reduce and control operational cost.
