Using regulations on supermarkets Regulations are government rules that control the activities of businesses and consumers. The motivation for regulation is that businesses are inclined to do things that are harmful to the public. Regulation of supermarkets will usually seek to prevent firms from gaining and abusing excessive market control so that they can use it to exploit consumers and suppliers. There are three main areas of violation, on which supermarkets can be regulated. Small independent stores and suppliers, and ultimately consumers, are paying a direct price in the face of unfair competition, because of supermarkets. It has been predicted that independent convenience stores are unlikely to survive by 2015, and independent newsagents are very unlikely to survive. Small shops are vital for people to access healthy food, in particular disadvantaged groups, and people without cars or disabled people.
