A good selection of the most important factors are identified, with explanation, and a range of stakeholder groups is considered (though this could be expanded to encompass more niche groups). The overall presentation would benefit from a brief introduction to the scenario, and while reasonable justification is given for the conclusion, I don't feel that the reasoning is fully linked back to the points given earlier.
